New Function: WiFi Discovery

Android 10+ (API 30) which is enforced by Google Play elliminated any low-level network functionality also some basic WiFi related functions are now requires LOCATION permission.

All of these changes are affecting only Lan Discovery, however we implemented some more advanced toolset.
